Thomas J. Loyer
Vice President – Trenchless Technologies
Thomas J. Loyer, joined Engineers Construction, Inc. (ECI) in 2011 and currently serves as the Trenchless Technologies Market Manager where he oversees all aspects of the operations pertaining to directional drilling, pipe ramming, auger boring, tunneling, and pipe bursting. Tom also manages the ECI Tool Crib, is highly active in recruitment, and leads several special initiatives for the corporation.
Tom has worked to develop the company’s underground utility construction projects and business development initiatives as a member of the ECI Senior Leadership Executive Group. Tom works diligently to recruit future industry leaders around Vermont.
After studying business at Champlain College, Tom started his career at Woods CRW Corp, where he gained comprehensive knowledge of business operations, honed his straightforward management style, built lifelong relationships, and discovered his passion for construction.
In the early 1990’s Tom transitioned to entrepreneurship and participated in a variety of companies as a partner. Tom’s career has focused on the underground construction industry for over 30 years. Prior to joining ECI, Tom owned and operated Trenchless Technologies of New England, Inc. specializing in underground utility installations across the Northeast. During his nineteen years at TTNE he worked alongside his brother, Mike, to promote and develop the trenchless industry in New England and were among the first in the region to introduce pipe ramming to the construction marketplace, pioneering innovative methods that have set industry standards.
Projects Tom has been involved in have been featured in several publications, including GeoStrata (Dec 2021/Jan 2022), Northeast Journal of Trenchless Technology Practices (2020 Spring, 2021 Spring, and 2023 Fall Editions), Trenchless Technology (May 2019), Trenchless International (Spring 2019), AGC/VT Build Board (Nov 2001), York County Coast Star (The Big Drill July 2002) and New England Construction (Nov 2006). In addition, he co-presented on a white paper for a seventy-two-inch pipe ramming project at the 2019 National No-Dig Conference in Chicago, further solidifying his expertise in the field.
Tom continues to lead and innovate in the utility construction industry, drawing on his experience and dedication to excellence, by serving as the Secretary of the North American Society of Trenchless Technologies, Northeast Chapter covering New York and all of New England.
For the last twelve years, Tom has dedicated much of his free time as the Chair of The Classic Mike Loyer Foundation whose primary mission is to help families who have lost a loved one as the result of a worksite accident.
Beyond his professional accomplishments, Tom has always been deeply involved in his community. He has served on several boards, including The Associated General Contractors of Vermont, where he chaired the legislative committee, and volunteered with associations such as the Fraternal Order of Eagles Aerie #793, Shelburne Little League, CSB Youth Hockey, and the CVU Football Boosters Board. Tom, and his wife, Lori, live in Shelburne, VT.
