Highgate Airport Water and Sewer Extension

ECI's Client: Town of Highgate

Completion Date: August 2025

Subcontractors:

  • Shenk Enterprise - Pump Station Control and Water Booster Building

ECI was contracted to extend municipal water and sewer to the Highgate Airport. The project consists of installing 7,000lf of 8” C900 PVC Water Main, 2,000lf of 8” SDR 35 Gravity Sewer, 8,100lf of 4” HDPE Sewer Force Main, water & sewer service stubs, a Water Booster Pump Station and a Sewer Pump Station. 6,800lf of the 4” Sewer Force Main was installed by Horizontal Directional Drilling along with 1,800lf of 8” water main.

This has been a multiple division project for ECI. The Concrete Division installed the foundation for the Water Booster Building, the Drilling Division performed all of the horizontal directional drilling, the Heavy Civil Division drove sheets for support of excavation, the Paving Division paved approximately 300' of road inside the airport as well as trench repair, and the Civil Division performed all of the other work.

This project is unique in that The Town of Highgate does not have its own water or sewer system. Both the water and sewer system are actually the Town of Swanton’s. The Town of Highgate and VTRANS teamed up on this project as part of VTRANS plan to create adequate infrastructure to grow the airport. VTRANS contributed $1,000,0000 to the project. The Town of Swanton is now operating the systems for the Town of Highgate.

The water booster pump building was required because pressure in the waterline was not adequate enough for fire flow at the hydrants beyond the booster building. ECI subcontracted with Shenk Enterprise to construct the building and also to install the pumps and controls for the sewer pump station.

In the Western portion of the project a water table was present that ranged from 36” to 48” below grade. All work was performed with constant dewatering.
